100 was essentially the max punishment (more often than not they rarely exceeded 30) a prisoner would receive (still a brutal amount) particularly loop-hole interested commandants might break this by kinda breaking up lashes into separate charges on different days etc. Interestingly, military men did not have a maximum and infractions while in military service were more likely to be higher amounts, and result in more fatalities.
