I'm understanding the can/cannot thing as whatever his position is, he's here to test the rear palace's loyalty to the emperor right? So, whether or not he would WANT to give the order to execute her or anyone who was disloyal, the fact that he CAN and he would probably have to against his wishes means that she could never let her guard down with him. He will always unfortunately be in a position that she needs to honeslty be scared of.
